Students and other members of the community will have the chance to speak with police officers and code officers about how the social host ordinance will affect their lives at an upcoming meeting.

The social host ordinance, which was adopted by the Reno City Council and went into effect June 27, will now allow police to fine the property owner, not just the residents, if they are called out to noise disturbances multiple times.

Barbara DiCianno, the community liaison for the Old Northwest Neighborhood Advisory Board, said there will be a meeting 6:30 p.m. Thursday for residents to voice their concern and get more information about the social ordinance. The meeting will be held at the Rancho San Rafael Ranch House at 1595 N. Sierra St.

The Old Northwest NAB, which covers most of the housing in northwest Reno, proposed the social host ordinance to impose fines on houses that continuously have the police called on them for noise disturbances.

DiCianno said the social ordinance was read twice and adopted by city council after workshops were held where the public could voice their input and the council could incorporate their concerns into the ordinance.

“It was a very public process,” DiCianno said.

DiCianno said the ordinance is now workable and has met the needs and concerns of citizens.

One landlord said the ordinance would not affect his decision to rent to college students, but that he understands how other landlords would allow the consequences of the ordinance to affect theirs.

“If I was going to rent to students, they would be more responsible,” said Paul Filer, owner of Discover Home Mortgage. “Be very careful with who is renting there and if they can afford and make sure to take care of it (the property).”

DiCianno said the ordinance would make property owners responsible for taking care of the nuisance. If the nuisance is not cleared up, the property owners will be sent a letter, being advised of the violation. Owners will then have a time period to remedy the situation before the administration starts citations.
